This is the cinematic of the mission Supply & Demand (Ricardo Diaz)
Here's a little about the mission:

When you get to his crib, Diaz is shooting up his VCR. Idiot. At least he pays well. He wants you to take the speedboat you scored and get to a yacht to pick up a shipment before anyone else can get there.

Head down to the dock and step on the pink marker. Lance is waiting for you in the speedboat. He's got some touching speech waiting for you.
